Prohibition on the Provision of Non-Operational Internet Information Services without Filing

The Measures for the Administration of the Filing of Non-operational Internet Information Services have the following provisions:.

Article 5: Any person who provides non-operational Internet information services within the territory of the People’s Republic of China shall complete the filing procedures according to law. Without filing, no one shall engage in non-operational Internet information services within the territory of the People’s Republic of China. For the purpose of the Measures, “provision of non-operational Internet information services within the territory of the People’s Republic of China” means the organizations or person in the People’s Republic of China provide non-operational Internet information services through the websites that can be accessed via the Internet domain name or that can be accessed via the Internet IP address only.

Article 19: The Internet access service provider shall record the filing information of the non-operational Internet information service provider for which it provides access.
