Billing Resource Cycle
Billing date: After a user purchases yearly/monthly subscription TCB resources, the purchase date becomes the resource billing date. The monthly accumulated resources in TCB resources will be reset on each billing date.
For example: Xiao Ming purchased a 2-month Personal Edition resource package on November 1, 2022, with an expiration date of January 1, 2023. Xiao Ming's resource billing date is the 1st of each month, meaning monthly resources will be reset on December 1.
Billing period: After a user purchases a monthly subscription for cloud development resources, the logical month from one billing date to the next is referred to as a billing period.
Yearly/Monthly Subscription Resource Overlimit
Within a billing cycle, if the actual resource usage exceeds the current quota limit, the system will restrict the resource usage. The specific restrictions are as follows:
Capacity and database collection overlimit will not be able to store or process more data. Unless clean data below upper limit or upgrade to higher quota package.
Call count, CDN traffic, CDN origin-pull traffic, SCF resource usage, and public network outbound traffic overlimit will make resources unavailable until the next billing period unless you upgrade to a higher quota package.

Cloud storage, database, and CDN resources are unavailable.
Yearly/Monthly Subscription Package Change
When the package adjustment conditions are met, package adjustments requiring an additional payment are called upgrades, and package adjustments requiring a refund are called downgrades.
Subscription Resource Upgrade
Upgrade fee = Monthly upgrade price difference × Number of days for an upgrade/(365/12) × Applicable discount.
Monthly upgrade price difference: The difference between the prices of the original specification and the new specification on a monthly basis.
The upgrade fee is calculated by day: Number of days for an upgrade = Resource expiration time - Current time.
Applicable discount: An available and applicable discount is matched based on the rounded-down number of days for an upgrade.
The discount is the effective discount on the current network.
The upgrade doesn't affect the resource expiration time.
The upgrade fee can be paid with your promo vouchers and platform-gifted balance (free credit).
Note:
The quota validity period of the new package is the same as the remaining quota validity period of the original package. During an upgrade, you cannot select a duration. You can only select a duration when renewing a package. For example, if a user purchases the Personal Edition with a validity period from March 1, 2023 to September 1, 2023, and upgrades to the Team Edition on April 1, 2023, the validity period of the Team Edition will be from April 1, 2023 to September 1, 2023. The valid duration cannot be selected.
Billing Examples

Note: Purchased a basic package for 3 months on November 1, 2022, with an expiry time of February 1, 2023. The monthly subscription unit price is $100/month.
On December 15, 2022, upgrade the package to the high-end version at 1,000 USD/month.
Monthly upgrade price difference = 1,000 - 100 = 900 USD/month
Days of upgrade = 31 × 1 + 15 + 1 = 47 days (1 refers to 31 days in January, 15 refers to the remaining 15 days in December, and 1 refers to 1 day in February)
Applicable discount: No discount
Upgrade fee = (1000 - 100) x 47 / (365 / 12) = 1390.68 USD
Subscription Resource Downgrade
Downgrade fee = Resource refund - Fee for purchasing new resources.
Resource refund: The refund amount is calculated according to the partial refund rules.
The specific calculation is: Refund amount = current effective order amount + unstarted order amount - consumed resource amount
Among them:
1. The current effective order amount and the unstarted order amount are paid in cash.
2. Consumed resource amount = (Usage duration/Total duration) × Order amount.
Fee for new resource purchase: calculated based on the new purchase price and corresponding discount.
If the refund amount > 0, the configuration will be downgraded, and the refund will be returned to your Tencent Cloud account through the original payment channel.
If the refund amount is less than or equal to 0, the package can be downgraded, but no refund will be returned.
If a discount or voucher is used during purchase, it will not be returned.

On December 15, 2022, the package was downgraded to a basic package at 100 USD/month.
Resource termination refund = 1000 × 3 - [(30 × 1 + 15) / (30 + 31 × 2 + 1)] × 1000 × 3 = USD 1548.39 (30 refers to 30 days in November, 2 refers to December and January, 1 refers to 1 day in February).
Resource new purchase fee = [(31 × 1 + 15 + 1) / (365 / 12)] × 100 = 154.5 USD
Downgrade fee = 1548.39 - 154.5 = 1393.89 USD
Package Change Restrictions
The system will limit user change package in the following scenarios:
1. Capacity and database table quantity exceeding the package limit will prevent package changes. Users can clean up resources before and then proceed with modification operations.
2. Call count, CDN origin-pull traffic, or CDN traffic exceeding the target package limit will prevent package changes. You can proceed with the change operation in the next billing cycle.
Examples
Xiao Ming purchased a high-performance resource package for 2 months on November 1, 2022, with an expiry time of January 1, 2023.
On November 15, 2022, the CDN usage had reached 145GB. At this time, Xiao Ming wanted to adjust resources to the lower-tier version. However, since the CDN traffic limit for the lower-tier version is 50GB and the current usage already exceeds this limit, the configuration cannot be adjusted to the lower-tier version in the current billing cycle to ensure user service. Users can adjust the configuration in the next billing cycle under the condition that all resources meet the target bundle limits.
On November 15, 2022, the capacity reached 95G. At this point, Xiao Ming wanted to adjust resources to a lower-tier plan. However, since the storage capacity of the lower-tier plan has a maximum of 50G and the user's current usage already exceeds the target bundle's upper limit, downgrading is not possible. At this moment, Xiao Ming can reduce the current usage below the target bundle's limit by cleaning up partial data or stored files, then attempt a configuration adjustment operation.
On November 15, 2022, the cumulative call count reached 2 million. At this point, Xiao Ming wanted to downgrade resources to the low-tier version, but the call limit for the low-tier version is 1 million. The current usage exceeds the target bundle limit, so downgrading is not allowed. However, Xiao Ming can choose to adjust the configuration in the next billing period, provided all resources meet the target bundle limit.
