Methodology

This Forrester Wave™ evaluation employs a combination of qualitative and quantitative analytical methods. The research team screened 15 global and regional sovereign cloud providers meeting the inclusion criteria through initial primary research. The evaluation model comprises three core dimensions: Current offering, Strategy, and Customer feedback. Data collection methods included detailed vendor questionnaires, product demonstrations and briefings, and in-depth interviews with up to 3 reference customers per vendor. The data cutoff date for this evaluation was January 27, 2026.

- SCPs are not plug-and-play solutions: Customers need to combine multiple deployment models—ranging from public clouds with data boundaries to private and air-gapped environments—based on their compliance, risk, budget, and business requirements to achieve their desired level of cloud sovereignty.

- Trade-off between service availability and sovereignty: Public clouds with data boundaries generally offer the broadest set of services, whereas highly isolated private and air-gapped environments are relatively limited in advanced cloud-native services (e.g., AI and Serverless). Enterprises must address this pain point when improving their digital sovereignty posture.

- Technical and legal insulation is the true moat: Technical independence of the platform must be paired with physical, logical, and legal independence. Global vendors typically achieve legal isolation through joint ventures or partnerships with local entities to avoid the compliance risks of "sovereignty-washing."
