This document describes different public network billing modes and how to choose a suitable one.
Billing Mode
The public network billing modes are divided into the traffic, monthly bandwidth subscription, hourly bandwidth, and BWP billing modes.
Note:
General BGP supports all the billing modes.
Dedicated BGP supports billing by BWP.

Selecting a Billing Mode
If your network utilization is lower than 10%, it is recommended that you use billing by traffic. If the utilization is greater than 10%, it is recommended that you use billing by bandwidth.
Example One
Assume that your server bandwidth is steady, with a stable bandwidth of about 4 Mbps, the region is Guangzhou, and the usage period is a month.
Billing by monthly bandwidth subscription
It is recommended that you purchase a fixed bandwidth 10%-20% higher than the stable bandwidth, that is, purchase a fixed bandwidth of 5 Mbps.
Fees = (3.4 USD/Mbps/month x 5 Mbps) x 1 month = 17 USD.
Billing by traffic
Rate: 4 Mbps = 0.5 MB/s. Therefore, the total traffic usage for one month = 0.5 MB/s x 30 days x 24 hours x 3,600 seconds/hour = 1,296,000 MB = 1,265.625 GB.
Fee = 1,265.625 GB x 0.12 USD/GB = 151.875 USD.
Conclusions
The cost of billing by monthly bandwidth subscription is 17 USD, which is less than the cost of billing by traffic at 151.875 USD. That is, for users with stable bandwidth, the cost of using the monthly bandwidth subscription billing mode is lower than that of using the billing by traffic mode.
Example Two
Assume that your server bandwidth is only occasionally used. Your bandwidth can reach 5 Mbps for 10% of the time every day, that is, 2.4 hours, and the public network bandwidth is not used for the rest of the time. The region is Guangzhou, and the usage period is a month.
Billing by monthly bandwidth subscription
It is recommended that you purchase a fixed bandwidth 10%-20% higher than the stable bandwidth, that is, purchase a fixed bandwidth of 6 Mbps.
Fees = (3.4 USD/Mbps/month x 5 Mbps + 11.83 USD/Mbps/month x 1 Mbps) x 1 month = 28.83 USD .
Billing by traffic
Rate: 5 Mbps = 0.625 MB/s. Therefore, the total traffic usage for one month = 0.625 MB/s x 30 days x 2.4 hours x 3,600 seconds/hour = 162,000 MB = 158.20 GB.
Fee = 158.20 GB x 0.12 USD/GB = 18.984 USD.
Conclusions
The fee for the monthly bandwidth subscription is 28.83 USD, which is higher than the fee for billing by traffic, 18.984 USD. That is, when the network utilization is lower than 10%, it is recommended to use billing by traffic. If the utilization is greater than 10%, it is recommended to use billing by bandwidth.
